	_GLIBCXX_HAVE_DOS_BASED_FILESYSTEM.
	* config/os/newlib/os_defines.h: Likewise, for __CYGWIN__.
	* include/bits/fstream.tcc (basic_filebuf<>::showmanyc()):
	Use it.
	(basic_filebuf<>::xsgetn(_CharT*, streamsize)): Likewise.
