Makefile.in: Add make ifeq define for hppa linux tasking support.

	* Makefile.in: Add make ifeq define for hppa linux tasking support.
	* system-hpux.ads: Define Signed_Zeros to be True.
	* system-linux-hppa.ads, s-osinte-linux-hppa.ads: New files.
