	iteration from CFG and SSA edge worklist so we process
	everything in RPO order, prioritizing forward progress
	over iteration.
	(ssa_prop_init): Allocate new worklists, do not dump
	immediate uses.
	(ssa_prop_fini): Free new worklists.
