removed non-determinism from CanonicalSimplify (#704)

* 1) removed non-determinism from CanonicalSimplify
2) added couple of testcases for CanonicalSimplify

* Use IRDeepCompare instead of comparison of string representation

* Give a warning (instead of fatal error) when two "ComExprEntry"s are equal
