	(is_gp32_flag, is_gp64_flag): Fold into...
	(dg-mips-options): ...here.  Make -mpaired-single imply -mfp64,
	then -mfp64 imply -mhard-float.  Apply register rules after the
	loop.  Handle -march=mipsN like -mipsN.
