(compile_file): Unset DECL_DEFER_OUTPUT on decls
        considered at end of file.
(rest_of_compilation): Also postpone compilation of
        inlines with DECL_DEFER_OUTPUT set.
        (compile_file): Always emit postponed inlines if
        -fkeep-inline-functions.
