revert: re PR libstdc++/42832 (Revisit std::function for aliasing issues and efficiency)

	Revert:
	PR libstdc++/42832
	* include/std/functional (function<>::swap): Perform bytewise
	swap of _M_functor.
	* include/tr1/functional (function<>::swap): Likewise.
