(MASK_NO_FPR, TARGET_NO_FPR): Define.

(TARGET_SWITCHES): Add "fp-regs" and "no-fp-regs".
(CONDITIONAL_REGISTER_USAGE): Set FPRs fixed and call_used if TARGET_NO_FPR.
