m68kelf.h: Set USE_GAS...

        * config/m68k/m68kelf.h: Set USE_GAS; this makes gcc generate jbsr
        (relative) rather than jsr (absolute) subroutine call insns.
        * config/m68k/m68k-coff.h: Ditto.
