gcc-plugin.h: Move decls to plugin.h and include it.


	* gcc-plugin.h: Move decls to plugin.h and include it.
	* plugin.h: Relocate decls from gcc-plugin.h
	* ggc-page.c: Include required header files.
	* passes.c: Likewise.
	* cgraphunit.c: Likewise.
