x-pa (TAROUTOPTS): Delete.

	* config/pa/x-pa (TAROUTOPTS): Delete.  It was an HPUX host
	conditional, and x-pa is a BSD host target fragment.
	(INSTALL_HEADERS): Define.
	(STMP_FIXPROTO): Define.
