stl_heap.h (pop_heap): Check for non-empty range in overload taking a predicate.

	* include/bits/stl_heap.h (pop_heap): Check for non-empty range in
	overload taking a predicate.
	* testsuite/25_algorithms/pop_heap/empty2_neg.cc: New.
