Restore URL for Austern article on allocators

This reverts "Remove broken URL from libstdc++ manual" by restoring the
link, but using an archived copy from the Wayback Machine.

	* doc/xml/manual/allocator.xml: Use archived copy of CUJ article.
	* doc/html/*: Regenerate.
