Fix libgcc installation for offload targets.

	* Makefile.in (real_host_noncanonical): New variable.
	(libsubdir): Use it.
	* configure.ac (real_host_noncanonical): Compute.  Remove special
	case for intelmicemul.
	* configure: Regenerate.
