rs6000: Remove VECTOR_SPE


	* config/rs6000/rs6000-opts.h (enum rs6000_vector): Delete VECTOR_SPE.
	* config/rs6000/rs6000.c (rs6000_debug_vector_unit): Delete VECTOR_SPE.
