(SPARC_{V9,ARCH64}): Define.

(TARGET_DEFAULT): Add MASK_ARCH64.
(ENDFILE_SPEC): No longer need to check for -nostartfiles.
(ASM_IDENTIFY_GCC): Define as empty.
