configure.in (AC_CHECK_HEADERS): Add time.h.

        * configure.in (AC_CHECK_HEADERS): Add time.h.
        (AC_HEADER_TIME): Add check.
        * configure, config.in: Regenerate.
        * getruntime.c: Portably #include <sys/time.h> and/or <time.h>.
