optc-save-gen.awk: Generate cl_target_option_free and cl_optimization_option_free.


	* optc-save-gen.awk: Generate cl_target_option_free
	and cl_optimization_option_free.
	* opth-en.awk: Declare cl_target_option_free
	and cl_optimization_option_free.
	* tree.c (free_node): Use it.
