alpha.c (override_options): Set align_loops, align_jumps, and align_functions.

        * config/alpha/alpha.c (override_options): Set align_loops,
        align_jumps, and align_functions.
        * config/alpha/alpha.h (FUNCTION_BOUNDARY): Set to 32 bits.
        (LOOP_ALIGN, LABEL_ALIGN_AFTER_BARRIER): Remove.
