Locale.java (hashcode): Made transient.

	* java/util/Locale.java (hashcode): Made transient.
	(hashCode): No longer synchronized.
	(equals): Remove comment.
	(writeObject): No longer synchronized. Implement using writeObject
	calls instead of tweaking hashCode field. Update doc.
	(readObject): Implement using readObject calls.
