combine.c: Remove force_to_mode's fourth parameter.

        * combine.c: Remove force_to_mode's fourth parameter.
        (force_to_mode): Do not handle REG.
        (canon_reg_for_combine): New.
        (make_field_assignment): Use it where the removed argument was non-NULL.
