aclocal.m4: New file with new test libiberty_AC_FUNC_STRNCMP.

	* aclocal.m4: New file with new test libiberty_AC_FUNC_STRNCMP.

	* configure.in (AC_CHECK_HEADERS): Add sys/mman.h fcntl.h.
	(libiberty_AC_FUNC_STRNCMP): Invoke.

	* strncmp.c: New file.
