Improve markup in libstdc++ manual

	* doc/xml/manual/build_hacking.xml: Improve markup.
	* doc/xml/manual/test.xml: Likewise. Change section title from "Test"
	to "Testing".
	* doc/xml/faq.xml: Change link text to "Testing".
