(gnatlib): Depend on $(RTSDIR)/s-oscons.ads.

(gnatlib): Depend on $(RTSDIR)/s-oscons.ads.
* gcc-interface/Make-lang.in (ada/s-oscons.ads) Remove as dependency.
* Make-generated.in: Remove machinery to generate xoscons and
