cppexp.c (cpp_parse_escape): Make static.

	* cppexp.c (cpp_parse_escape): Make static.  Change second arg
	to U_CHAR **.
	(parse_charconst): Delete unnecessary cast when calling
	cpp_parse_escape.
	(cpplib.h): Kill prototype of cpp_parse_escape.
