Makefile.in (CFILES): Add putenv.c and setenv.c.

        * Makefile.in (CFILES): Add putenv.c and setenv.c.
        * configure.in (funcs): Add putenv and setenv.
        (AC_CHECK_FUNCS): Check for putenv and setenv.
        * configure: Rebuilt.
        * putenv.c setenv.c: New files.
