m68k.h: Declare functions from m68k.c used in macros and machine description.

	* config/m68k/m68k.h: Declare functions from m68k.c used in
	macros and machine description.
	(ASM_OUTPUT_LONG_DOUBLE): Always use `l' flag in print format for
	long values.
	(ASM_OUTPUT_FLOAT): Likewise.
	(ASM_OUTPUT_FLOAT_OPERAND): Likewise.
