jump.c (rtx_renumbered_equal_p): Do not consider PLUS commutative.

        * jump.c (rtx_renumbered_equal_p): Do not consider PLUS commutative.
Because it isn't inside a MEM on the PA.  Fixes 930628-1.c on the mainline
branch.
