	* gcc.c (ASM_DEBUG_SPEC): Use conditional expression rather than
	preprocessor define.  If only DBX_DEBUGGING_INFO or only
	DWARF2_DEBUGGING_INFO is supported for the target, provide
	appropriate definitions.
