config.gcc (mingw32 tm_file): Add mingw-stdint.h.

       * config.gcc (mingw32 tm_file):  Add mingw-stdint.h.
       (mingw32 tm clause use_gcc_stdint):  Set to wrap.
       * config/i386/mingw-stdint.h:  New file.
