(ASM_SPEC): If GNU as is the default, then pass -g to the assembler if -malpha-as.

(ASM_SPEC): If GNU as is the default, then pass -g to the assembler if
-malpha-as.  If GNU as is not the default, then pass -g to the
assembler is not -mgas.
