linux-atomic.c (EBUSY): Define if not _LP64.

	* pa/linux-atomic.c (EBUSY): Define if not _LP64.
	(__kernel_cmpxchg): Return -EBUSY if the kernel LWS call
	succeeded and lws_ret is not equal to oldval.
