altivec.h: Define __ALTIVEC__.

        * config/rs6000/altivec.h: Define __ALTIVEC__.
        (bool): New.
        (__pixel): New.
        (pixel): New.
        (vec_cfux): New.
        (vec_vmaddfp): New.
        (vec_vsldoi): New.
        Add parentheses to all macro arguments.
