m32r.h (REGISTER_MOVE_COST, [...]): Remove.

	* config/m32r/m32r.h (REGISTER_MOVE_COST, MEMORY_MOVE_COST): Remove.
	* config/m32r/m32r.c (TARGET_MEMORY_MOVE_COSTS): Define.
	(m32r_memory_move_cost): New function.
