libstdc++/71037 Add base path to filesystem::canonical exceptions

	PR libstdc++/71037
	* src/filesystem/ops.cc (canonical(const path&, const path&)): Add
	base path to exception.
	* testsuite/experimental/filesystem/operations/canonical.cc: Test
	paths contained in exception.
