Makefile.in (OBJECTS): Add sbitmap.o.

        * Makefile.in (OBJECTS): Add sbitmap.o.
        (BASIC_BLOCK_H): Add sbitmap.h.
        * basic-block.h: Move simple bitmap code to sbitmap.h.
        * flow.c: Move simple bitmap code to sbitmap.c
        * sbitmap.h, sbitmap.c: New files.
