tree-mudflap.c (mf_set_options_fndecl): New tree.

	* tree-mudflap.c (mf_set_options_fndecl): New tree.
	(mudflap_init): Set it.
	(mudflap_register_call): Remove __mf_init call.
	(mudflap_finish_file): Emit call to __mf_init here.  Emit a call to
	to pass "-ignore-reads" option to libmudflap if needed.
