(dbxout_symbol_location): Subroutine broken out from dbxout_symbol. 

(dbxout_symbol_location): Subroutine broken out from
dbxout_symbol.  Handle CONCAT here.
(dbxout_symbol_name): New subroutine.  Handle anonymous decls too.
(dbxout_reg_parms): Simplify using dbxout_symbol_location.
Handle CONCAT.
