Introduce new param: AVG_LOOP_NITER

	* params.def: Add avg-loop niter.
	* tree-ssa-loop-ivopts.c (avg_loop_niter): Use the param.
	* cfgloopanal.c (expected_loop_iterations_unbounded): Likewise.
	* doc/invoke.texi: Document the new parameter.
