re PR bootstrap/82548 (After -r 253646 GCC 8.0 can't build cross compiler for mingw32) 

	PR bootstrap/82548
	* config.gcc (*-*-solaris2*, i[34567]86-*-cygwin*,
	x86_64-*-cygwin*, i[34567]86-*-mingw* | x86_64-*-mingw*): Append
	objects to extra_objs instead of overwriting it.
