[AArch64] Add support for Neoverse E1

This patch adds -mcpu and -mtune support for the Neoverse E1 CPU [1].
The new option is -mcpu=neoverse-e1.
Bootstrapped and tested on aarch64-none-linux-gnu. 

	* config/aarch64/aarch64-cores.def (neoverse-e1): Define.
	* config/aarch64/aarch64-tune.md: Regenerate.
	* doc/invoke.texi (AArch64 Options): Document neoverse-e1 -mcpu option.
