Add support for the MIPS -mxpa command line option.

	* doc/invoke.texi: Document -mxpa and -mno-xpa MIPS command line
	options.
	* config/mips/mips.opt (mxpa): New option.
	* config/mips/mips.h (ASM_SPEC): Pass mxpa and mno-xpa to the 
	assembler.
