Makefile.in (bootstrap2, bootstrap3): New targets.

        * Makefile.in (bootstrap2, bootstrap3): New targets.
        (all-bootstrap): Remove outdated and confusing target.
        (bootstrap, bootstrap2, bootstrap3): Don't pass BOOT_CFLAGS down.
