dfp-bit.c, dfp-bit.h: Move to ../libgcc.

	gcc:
	* config/dfp-bit.c, config/dfp-bit.h: Move to ../libgcc.
	* config/t-dfprules: Move to ../libgcc/config.
	* config.gcc (i[34567]86-*-linux*, i[34567]86-*-kfreebsd*-gnu,
	i[34567]86-*-knetbsd*-gnu, i[34567]86-*-gnu*,
	i[34567]86-*-kopensolaris*-gnu): Remove t-dfprules from tmake_file.
	(x86_64-*-linux*, x86_64-*-kfreebsd*-gnu, x86_64-*-knetbsd*-gnu):
	Likewise.
	(i[34567]86-*-cygwin*): Likewise.
	(i[34567]86-*-mingw*,  x86_64-*-mingw*): Likewise.
