utils.c (gnat_internal_attribute_table): Add support for noinline and noclone attributes.

	* gcc-interface/utils.c (gnat_internal_attribute_table): Add support
	for noinline and noclone attributes.
	(handle_noinline_attribute): New handler.
	(handle_noclone_attribute): Likewise.
