PR78052 Define std::allocator<void>::{construct,destroy}

	PR libstdc++/78052
	* include/bits/allocator.h (allocator<void>::construct)
	(allocator<void>::destroy): Define.
	* testsuite/20_util/allocator/void.cc: New test.
