cpplex.c (push_macro_context): Set an argument's level after calling parse_args.

	* cpplex.c (push_macro_context): Set an argument's level after
	calling parse_args.  We could loop infinitely otherwise.
	* gcc.dg/cpp/macro2.c: New testcase.
