	(format_with_decl): ... this. Tweak
	(diagnostic_for_decl): New function.
	(fatal_io_error): Use verbatim in lieu of notice.
	(announce_function): Use verbatim.
	(default_print_error_function): Likewise.
	(error_with_decl, warning_with_decl, pedwarn_with_decl): Use new
	infratructure.
