	gfc_trans_omp_reduction_list, add comment describing OpenACC situation.

	libgomp/
	* testsuite/libgomp.oacc-fortran/reduction-8.f90: New testcase.
	* testsuite/libgomp.oacc-c-c++-common/reduction-8.c: New testcase.
