	* Makefile.in (ipa-pure-const.o): Add $(TARGET_H) dependency.
	* ipa-pure-const.c (target.h): Include.
	(analyze_function): Do not analyze functions that do not
        bind locally.

	* gcc.dg/tree-ssa/pr27781.c: New testcase.
